A representative of the Directorate for Security of Classified information attended the 10th CSDP Training Programme for SAP Partners 2016, organized under the auspices of the TAIEX instrument of the European Commission. The three-modular training programme, supported by the European Security and Defence College, had an overall objective to provide training to representatives from the Western Balkans’ state institutions in the area of the European Security and Defence Policy. By nominating experienced representatives for this specific comprehensive training programme, the Directorate continues to build its institutional human resources capacities and remains fully committed to creating professional state servants with high level of knowledge of CFSP/CSDP issues.

Participation in EU integration training series (Twinning Project MK 10 IPA OT 02 04)

Within the Twinning Project MK 10 IPA OT 02 04 “Further Strengthening of the Organizational and Institutional Capacities for the EU Integration Process”, representatives of the Directorate for Security of Classified Information participated in a training series related to the EU integration. According to the Secretariat of European Affairs’ plan and organization, the training series was carried out by experts coming from Croatia, Poland and Germany, as well as from the Secretariat of European Affairs and the Legislative Secretariat from Macedonia.

TAIEX Expert Mission in Cooperation with the NSA of the Republic of Slovenia

In the period from 14 to 16 June 2016, representatives of the Government Office for the Protection of Classified Information (NSA) of the Republic of Slovenia visited Skopje in an expert mission, supported by the TAIEX instrument of the European Commission.
The aim of the expert mission was passing on the Slovenian knowledge and lessons learnt from the field of the industrial security, obtained in the framework of the EU and NATO membership, and exchange of the experiences of the both countries related to the vetting procedures of the legal entities, issuing Facility Security Clearances to companies participating in classified tenders, security awareness activities, as well as to other industrial security related issues. Throughout the working sessions discussions were led on case studies and possible solutions to the challenges that both countries face concerning the current regulations, security procedures and inspection supervision related to the industrial security of classified information.

ТAIEX Workshop

Skopje, 19 - 20 April 2016

 

On 19-20 April 2016 in Skopje, with the use of the TAIEX instrument of the European Commission, the Directorate for Security of Classified Information organized the workshop on the “Overclassification of Classified Information in Correlation with the Objective Identification of the Need for Holding a Personnel Security Clearance - Best Practices and Experiences“.
The workshop was attended by about 60 representatives of state organs from the Republic of Macedonia in which classified information is handled, including the security services that perform the vetting procedures for the persons who have applied for a Personnel Security Clearance.
Along with the presentations of the director and the representatives of the Directorate for Security of Classified Information, guest speakers at the workshop were the representatives of the national security authorities of the Republic of Slovenia and the Kingdom of Spain, as well as the representative of the EU Council General Secretariat.
The follow-up discussions indicated the interest incurred by the topics discussed in the presentations, as well as the readiness of the participants for finding a solution to the problems incurred with the overclassification and the objective need for holding a security clearance.

Training on Common Foreign and Security Policy and Cyber Security

Skopje, 14-18 December 2015

 

A representative of the Directorate for Security of Classified Information took part in the training on Common Foreign and Security Policy and Cyber Security (CFSP and cyber security) held in the period from 14 to 18 December 2015, at the Training Centre of the Secretariat for European Affairs (SEA) in Skopje.
The training was organized in the framework of the fifth cycle of the Norwegian training project Sustainable EU Training and Education System, aimed at enhancing the analytical capacities of the working groups for the drafting the NPAA, in preparation of the first phase of the negotiations (acquis analytical review). As a result, the training was intended for the SEA employees and the members the relevant NPAA chapters: 31- Common Foreign and Security Policy and 24 – Justice, Freedom and Security, i.e. for the active members of the NPAA working groups and the coordinative structures for NPAA drafting, reviewing and monitoring. The aim of the Program 5 was enhancing the analytical capacities and advancing the knowledge in the field of Common Foreign and Security Policy (CFSP) and the Common Defence and Security Policy (CDSP).
The training was conducted by Luis Simon Navaro, Ph.D., professor researcher at the Institute for European Studies in Brussels, and Patryk Pawlak, Ph.D., analyst at the European Parliamentary Research Service.

Program on Cyber Defense Study

Garmisch-Partenkirchen, 30 November – 17 December 2015

 

A representative from the Directorate for Security of Classified Information took part in the Program on Cyber Defense Study which took place in the European education centre “George C. Marshal” in Garmisch-Partenkirchen, Germany. The participation was organized under the patronage of the Cooperation Office for Defense of the US Embassy in the Republic of Macedonia. The objective of the training was reviewing the domestic and international challenges in cyber defense aimed at studying the nature and the complexity of today’s threats.

NATO Information Management Course

Oberammergau, 30 November – 04 December 2015

 

In the period from 30 November to 4 December 2015 a representative of the Directorate for Security of Classified information took part in the NATO Information Knowledge Management (IKM) course that took place in Oberammergau, Germany. The focus of this training was introducing the participants to the responsibilities and challenges in the planning and execution of NATO information management process.

Seminar on the Protection of Classified Information

Skopje, November 19, 2015

 

In cooperation with the Financial Intelligence Office of the Republic of Macedonia (FIO), under the auspices and organization by the OSCE Mission to Skopje, the Directorate for Security of Classified Information held a seminar on the Protection of Classified Information on November 19, 2015. The goal of this seminar was introducing the employees of the Financial Intelligence Office to the security standards for protection of classified information and raising the security awareness of the employees while handling classified information. The seminar was held in the framework of the project on "Strengthening of the institutional structure and capacity of the Ministry of Interior, the Financial Police and the Financial Intelligence Office in dealing with transnational threats, with particular emphasis on the fight against the serious and organized crime”, financed and coordinated by the OSCE.

Lecture on the Protection of Classified Information

Skopje, November 11, 2015

 

On November 11, 2005 the Director of the Directorate for Security of Classified Information held a lecture on The Protection of Classified Information at the Faculty of Security - Skopje. The lecture was attended by the students of all three cycles of studies. After the lecture, the Director met with the dean of the Faculty with an intention to initiate signing of a memorandum for cooperation between the two institutions.

Integrated Partner Orientation Course (IPOC)

Rome, 18–24 October 2015

 

A representative of the Directorate for Security of Classified Information attended the Integrated Partner Orientation Course (IPOC) that took place in the period from 18 to 24 October 2015 at the NATO College in Rome, Italy. The training was focused on advancing the knowledge of the participants about the NATO Alliance, its missions, its role and priorities, its internal structure and organization, and its external affairs with the partner countries and the international organizations. The emphasis of the course was also put on the ways each of these elements is developed as a result of the changes and the new challenges in the international security environment.
